At the Albion Economic Development Corporation (AEDC), the success of grant programs like MI-HOPE, MI Neighborhood, and the CHILL initiative wouldn’t be possible without the people ensuring every dollar is spent wisely, every homeowner is supported, and every project runs smoothly.

Amber Kidder – Grant and Program Administrator
Leads day-to-day operations across all housing programs
Amber Kidder, pictured above, serves as the backbone of AEDC’s grant implementation efforts. As the Grant and Program Administrator, she oversees the full lifecycle of each grant – from application and intake to contractor coordination, compliance, and final reporting. Amber ensures that programs like MI-HOPE and MI-Neighborhood stay on track, meeting regulatory guidelines and delivering meaningful results for local families.
With a deep commitment to equity and transparency, Amber acts as the first point of contact for homeowners navigating the grant process and works closely with local contractors to ensure repair work is completed efficiently and with care. Her organizational leadership is a key reason why more than 100 homes have already benefitted from AEDC-managed grants.
Jennifer Swanson – Program Support: MI Neighborhood
Supports housing rehabilitation efforts under MSHDA’s Statewide Housing Plan
Jennifer Swanson played an instrumental role in the successful rollout of the MI-Neighborhood grant, which awarded $472,000 to Albion for the rehabilitation of 20 homes. Jennifer brought hands-on support to the application and implementation processes, helping ensure that the grant stayed aligned with state expectations while responding to the real needs of local residents.
In her role, Jennifer supported the team with processing applications, meeting with homeowners, and communicating project specifications with local contractors – ensuring a smooth and easy process for all those involved.
Reagan Konkle – CHILL Program Liaison
Coordinates communication, compliance, and delivery of home repair projects under CHILL
Aside from being the EDC’s primary administrative assistant, Reagan Konkle plays a key role in delivering the CHILL (CDBG Housing Improving Local Livability) program, a partnership between the City of Albion and AEDC. CHILL helps income-eligible homeowners make critical repairs to their homes that improve safety, accessibility, and overall livability.
As the program liaison, Reagan works directly with residents to walk them through applications, inspections, and repair planning. He manages communication between homeowners, contractors, and city officials, ensuring projects stay on track and meet compliance requirements. His detailed and analytical approach helps turn funding and documentation into real improvements — safer steps, repaired roofs, and accessible homes that strengthen Albion’s neighborhoods.
Margaret Avery – Grant Writer
Leads future grant writing opportunities and funding expansion
Looking ahead, Margaret Avery is charting the course for what’s next. As AEDC’s lead on grant writing and funding development, Margaret is responsible for identifying new opportunities, crafting competitive applications, and securing future investments to expand housing, infrastructure, and economic development programs in Albion.
Margaret’s work has always been about standing up for people and creating opportunities. That perspective now shapes how she approaches grant writing in Albion — making sure the funding we go after connects back to the real needs of our neighbors.
